清末江苏省有三地六家造币厂,它们是设在江宁(现南京市)的三个厂,设在苏州的二个厂和设在清江浦(现淮安市)的一个厂。大清户部丙午中心“淮”字二十文锏币,就是由清江浦清江铜元局所造。清江铜元局于光绪三十二年(公元1906年)始铸铜币,铸期仅约一年半时间,除十文铜币(光绪和大清两种)铸量较大外,二十文大清铜币铸量很少,至今难得一见,尤其众所周知二十文中心“淮”试铸币,存市尤罕,素来在泉界享有盛誉,然而在新老各种书刊杂志报道
