《科技政策展望》近期报道了亚太经济合作组织于1995年10月5～6日在北京召开的第一次科技部长会议,这次会议有17个成员国的负责科技事务的部长参加。会议由中国国家科学委员会主任宋健主持。会议讨论了地区科技合作的以下方面问题: ·加强科技信息交流; ·促进科技人员交流和人力资源开发; ·增加管理结构体制的透明度; ·促进开展合作项目。 会议发表了一份联合公报和一项根据部长们协商的一系列原则所制定的产业科技行动计划。这些原则包括: ·各方应有平等机会参加地区多边研究合作计划; ·从合作中获取的利益应与其对合作所作的投入相平衡并应反映各成员国的能力;
The S & T Prospect recently covered the first meeting of APEC ministers for science and technology held in Beijing on 5-6 October 1995 by the Asia-Pacific Economic Cooperation (APEC). This meeting was attended by ministers responsible for science and technology from 17 member countries. The meeting was presided over by Song Jian, director of China's National Science Council. The meeting discussed the following aspects of regional S & T cooperation: · Strengthening the exchange of scientific and technological information; · Promoting the exchange of science and technology personnel and human resource development; · Increasing the transparency of the regulatory structure; · Promoting cooperation projects. The meeting issued a joint communiqué and an industrial science and technology action plan based on a series of principles negotiated by ministers. These principles include: • All parties should have equal opportunities to participate in regional multilateral research cooperation programs; • The benefits derived from cooperation should be balanced with their contributions to cooperation and should reflect the capabilities of Member States;
