党的十一届三中全会以来,乡镇企业的发展在城乡经济的协调发展,改变城乡二元经济结构,促进城乡一体化等方面发挥了不可估量的作用.但是,毋庸讳言,与许多国营大中型企业一样,乡镇企业也普遍遇到了诸如资金短缺、销售不旺,有相当数量的乡镇企业纷纷倒闭.现在,需要采取切实的宏观调控措施帮助乡镇企业走出困境,这对农村经济的稳定、对整个国民经济的发展都是至关重要的.
