就在中国加入WTO之前,中国的农产品出口屡遭挫折。广东输欧茶叶、果汁因农药残留问题连遇伏击,欧美国家预先不打招呼集体向植物调节生长剂亮出红牌,发达国家对中国出口农产品的品质、卫生、安全等技术要求越来越严格。中国出自的农副产品由于农药、兽药残留,重金属含量等技术指标超过外方的限量标准,被拒收、扣留、退货、索赔和中止合同的现象
