长期以来,民兵训练一直沿用按行政隶属关系集中训练的方法。从目前的情况来看,这种方法已不能适应商品经济日益发展的形势和部队快速动员体制的需要。我认为,较好的解决办法是实行民兵预备役人员的就地训练。就是针对当前民兵预备役人员外出较多和流动性大的特点,在一个区域范围内,不分籍贯和隶属关系,兵员就近参加所在地的军事训练,然后由组训单位出具参训证明。实行就地训练有以下几个优点:
