在对历时十五年的经济改革开放作出评价时,最让国民在道德情感上不能接受的社会变化之一就是腐败行为的泛滥。在谈了太多的如何遏制腐败的话题之后,我们完全可以换一个角度问一下:“官员为什么要贪?”原因固然很多,但钱少恐怕无论如何也该算是诸多因素中的一种吧。古代的“千里做官为求财”说法,说明了中国人心灵深处对在政府任职的一种世俗看法,现行体制中官员收入的长期普遍偏低,至少在意识深处不利于反腐败工作的推展。规范化的官员体制,除了强调人民公仆应有的奉献精神之外,也似乎应该看到为广大公职人员营造一种生活上较好、精神上充实的环境的必要性。我们认为,养廉虽然不是造就廉洁的充分条件,但却应该把它看成是必要条件之一。
