湖北省在2006年基本渡过经济体制转型、160多万企业职工下岗形成的失业高峰之后,出现了就业难与招工难并存的局面,引起了各级政府和社会的广泛关注。有少数地方领导和专家认为,“刘易斯拐点”到了,劳动力供大于需的总量矛盾过去了,甚至提出“可将就业促进政策的方向和力度由解决劳动者就业难转向解决企业”招工难“。如何认识”两难“并存的就业形势?如何化解”招工难“的矛盾?这些已经成为湖北省当前和今后一个时期就业工作的重大课题。为此,今年3至4月进行了广泛深入的调查研究。
