东北老工业基地的振兴不仅是一个经济问题,更是一场从观念到体制的全方位革命。因此,振兴东北老工业基地不能照搬原有的模式,东北地方政府和官员必须改变传统计划经济时代的思维定式和对传统体制强烈的“路径依赖”状态。能否避免和解决由于对旧体制依赖而形成的“穿新鞋,走老路”及由此引发的一系列旧体制下的种种弊端的再现,是东北老工业基地能否实现实质性振兴的先决条件。
The rejuvenation of the northeast old industrial base is not only an economic issue but also an all-round revolution from concept to system. Therefore, rejuvenating the old industrial bases in northeast China can not copy the original model. Therefore, the northeastern local governments and officials must change their mindset in the era of traditional planned economy and the strong “path dependence” of the traditional system. Whether it can avoid and solve the reappearance of the drawbacks under the old system of “wearing new shoes and walking the old road” formed by the reliance on the old system and the series of old systems caused by it is a prerequisite for the substantial rejuvenation of the northeast old industrial base condition.
