The emerging Indus water issue is a complex one in which nearly all parties in the Indus Basin are involved.The key reason for this issue is the partition of India in 1947 and the resulting Kashmir issue.The Indus Waters Treaty signed in 1960 which is a water-sharing treaty between India and Pakistan brokered by the World Bank,has played an important role in easing the regional tension and promoting the peaceful exploitation of Indus water resources.Based on a brief review of its history and analysis on the current socio-economic impact,this paper argues that a trans-regional multilateral negotiation mechanism could be established on the basis of continuous promoting reconciliation and peace dialogue among all parties,thus to ensure the regional stability and prosperity through cooperative development of the Indus water resources and further reinforcement of international cooperation in the region.
