最近,中国照片档案馆修订了《中国照片档案馆照(底)片征集费支付标准》(包括《中国照片档案馆支付照(底)片征集费的规定》)。现将本人参加修订工作中思考的几项原则著文如下,与同仁探讨。 一、合理:合乎道理、合乎情理。在制定支付征集费的标准上,表现为尺度适当、合情合理,能够比较适度地体现出在目前市场经济状况下,生产一张照片档案(包括成本及其生产过程)所需的价值。为此,要考虑四个方面的因素:1、维护摄影者(或保存者)的正当权益。我们始终提倡捐献档案,无偿征集。但
