最近,中共中央办公厅全文印发《2010—2020年干部教育培训改革纲要》,对中国未来10年的干部教育培训工作进行战略部署,并对有关方面作出了更加详细明确的规定。把干部教育培训作为对干部任职考察的重要内容。《纲要》在第四部分“运行机制改革”中指出,完善干部学习培训激励约束机制。
