今年初以来,封开县人大常委会加大对该县十二届人大二次会议通过的《关于降低农村用电电价的议案》的监督力度,促使县政府对该议案的实施行动快,效果好。这项被群众称为“民心工程”的降低农村电价工作深得民心。去年下半年,封开县人大常委会先后邀请和组织县内的全国、省、市、县四级人大代表分组专题调查了农村用电电价的现状,发现农村电价居高不下的原因主要有:一是实行县、镇双重领导,造成管理不到位,缺乏有效的监督机制,电价管理权限分散,用电秩序混乱;二是镇下达经济指标到管电所,“以电养政、以电养人”现象突出;三是管理区一级搞承包管电和无证人员管电,只负盈不负亏,随意提高电价;四是农村的大部分低压电网
