随着中国改革开放的不断深入,中国大陆与世界的国际交往不断扩大,对外科技和文化交流日益频繁,对外经济贸易迅猛发展,涉外工作和涉外人员也呈直线上升之势。这其中虽然也培养造就出了一大批深谙此道的精明强干之才,但也存在由于不注意学习借鉴,或自身修养、素质较低,盲目自大自信等等原因,在对外交往过程中,出现一些问题,甚至使国家蒙受了损失的事。由此,可以看出掌握涉外知识的重要性和必要性。为使那些涉足对外交往工作,又对此不甚熟悉的人们尽快掌握一些必要的涉外常识,增强外事活动中的主动性和自觉性,我们拟从本期起,开设《开放指南》专栏,陆续地有选择地较为系统地介绍一些涉外基本知识,希望能对您有所裨益。
With the continuous deepening of China’s reform and opening up, the international exchanges between mainland China and the rest of the world have continued to expand. The foreign science and cultural exchanges with foreign countries have become increasingly frequent. The foreign trade and economic relations have enjoyed rapid growth with the number of foreign-related personnel and foreign personnel also rising linearly. Although it also cultivated and produced a large number of astute and capable cadres who know this well, there are also some problems in the process of foreign exchanges, such as ignorance of learning and reference, self-cultivation, low quality, blind self-confidence and so on. Some problems arose, and even the country suffered losses. From this, we can see the importance and necessity of acquiring foreign knowledge. In order to help those who are involved in foreign affairs work and who are not yet familiar with it to acquire some necessary foreign-related common sense as soon as possible to enhance the initiative and consciousness in foreign affairs activities, we intend to start from this issue with the “Guide to Opening up” To selectively introduce some basic knowledge about foreign affairs in a systematic way, I hope it will be of some help to you.
