1997年是我国沙棘事业实施“九五”规划的重要一年。作为全国沙棘行业主管部门的水利部沙棘开发管理中心(国际沙棘研究培训中心),在行业内部管理和运营机制上进行了深入改革,紧紧围绕“沙棘产业开发”这个中心进行工作,带动行业管理和国际协调业务的开展,“解放思想,转变观念,抓住机遇,深化改革”,使沙棘事业出现了前所未有的新契机,促进了沙棘开发迈上新台阶。
