随着社会主义市场经济体系的逐步建立和干部人事制度改革的不断深化,“铁饭碗”、“铁交椅”的时代已悄然而逝。作为干部人事制度改革中解决干部能“下”问题的一项“重头戏”,“引咎辞职”制已被愈来愈多的地方和部门所“采纳”。但是,从目前各地区实施的情况来看,“引咎辞职”制度基本上是针对领导干部而言的。那它对普通公务员是否适用,究竟“咎”到何种程度才必须辞职,以及由谁对此界定等问题,至今尚未有权威性、规范性的结论。为此,我们须作冷静而全面的思考。
With the gradual establishment of a socialist market economic system and the continuous deepening of the reform of the cadre and personnel system, the era of “iron rice bowl” and “iron chairs” has quietly passed away. As a “major event” in the reform of the cadre and personnel system to solve the problem of “going down” by cadres, the system of “taking the blame and resignation” has been “adopted” by more and more localities and departments. However, judging from the current situation in various regions, the system of “resigning from blame and resignation” is basically aimed at leading cadres. So far as it is applicable to ordinary civil servants, it is still not an authoritative and normative conclusion to what extent “blame” must be resigned and who should define the issue. To do this, we must think calmly and comprehensively.
