自从新的《标准》颁布实施以来,全国已经掀起了一个开展达标活动的新高潮。“八部委联合通知”等文件中一再讲到要使推行《标准》同体育课很好地结合起来,防止用《标准》代替体育课,或以达标为主影响教学大纲的贯彻执行。可见,正确处理这两者之间的关系是一个重要的问题,很值得探讨。那么如何结合呢?我认为既不能“以达标为主”、“以达标顶代”,也不能“无关痛痒”、“一成不变”。为了结合《达标》,体育课应在目的、内容、结构、密度与运动量诸方面都要作出相应的改变。一、体育课必须进一步突出“增强学生体质”的目的性: 以往体育课只是以现行教学大纲为依据,而现行大纲中并没有足够的突出增强
