云计算是近年来ICT产业发展的最大热点之一。在过去的几年里,国内外云计算产业、技术一直在快速发展,日新月异。今年年初,国务院发布了《国务院关于促进云计算创新发展培育信息产业新业态的意见》(国发〔2015〕5号)文件;李克强总理在今年“两会”中又着重提出了“互联网+”概念,云计算是其中重要的组成部分。国内云计算发展正面临一个全新的政策环境,加之国内外云计算产业、技术环境正在不断快速演进,可以说中国的云计算发展正处于一个“新形势”之中。
Cloud computing is one of the hot spots in the development of ICT industry in recent years. In the past few years, the cloud computing industry and technology at home and abroad have been rapidly developing with each passing day. Earlier this year, the State Council promulgated the “Opinions of the State Council on Promoting the Innovative Development of Cloud Computing to Foster the New Format of the Information Industry” (Guo Fa [2015] No. 5); Premier Li Keqiang again put forward “Internet” in this year’s “two sessions” + “Concept, cloud computing is one of the important components. The development of cloud computing in China is facing a new policy environment. In addition, the cloud computing industry and the technology environment in China and abroad are evolving rapidly. It can be said that the development of cloud computing in China is now in a ”new situation".
