意见是党政机关使用的法定文种。关于意见的功用,中共中央办公厅1996年5月3日发布的《中国共产党机关公文处理条例》和国务院2000年8月24日发布的《国家行政机关公文处理办法》均规定意见适用于“对重要问题提出见解和处理办法”。这里的“重要问题”是指带有全局性、政策性的重大事项、重要工作或主要问题。撰写意见,要做到明确提出问题,深刻分析问题,妥善解决问题。无论是上行意见,还是下行意见、平行意见,其写作都要按照提出问题——分析问题——解决问题的基本思路进行。如何提出问题是撰写意见的第一步。本文试就意见写作中问题提出的方法做简要概括。
Opinion is the legal language used by party and government organs. With regard to the function of opinions, the provisions of the “Regulations on the Official Document Handling of the Communist Party of China” promulgated by the General Office of the CPC Central Committee on May 3, 1996 and the “Measures for Handling Official Documents of the State Administration” promulgated by the State Council on August 24, 2000 apply to “ Put forward opinions and solutions to important issues ”. Here “important issues ” refers to the overall situation, the policy of major issues, important work or major issues. To write opinions, we must clearly ask questions, analyze the problems profoundly and properly solve the problems. Whether it is the views of the upside, the opinions of the downside, the opinions of the sideline, the writing should follow the basic idea of asking questions - analyzing problems and solving problems. How to ask questions is the first step in writing opinions. This article tries to give a brief summary of the methods proposed in the writing of opinions.
