程序理性不仅在认知复杂的环境下可以使用,而且在应对由于多人博弈而引发的复杂状态时也非常有用。纷争“难以调和”的程度与纷争状况的复杂性、不确定性、模糊性成正比。有关堤坝修建难以调和的纷争在韩国由来已久,在可预见的将来也不会完全消除。此外,纷争中的问题回避度相当高,协商和仲裁很难。为了缓解“难以调和”的堤坝修建纷争,本文从缓解社会纷争的层面对现行堤坝建设过程中存在的局限性进行了分析,并提出了提高大型堤坝建设过程中程序理性的方案,同时结合堤坝建设的特点,提出建立新型监管结构的方案。
Procedural rationality is not only useful in a cognitively complex environment, but also useful in coping with complex states that arise from multiplayer gaming. In order to alleviate the “difficult to reconcile” the dyke construction disputes, this article from the level of alleviating social disputes on the existing dyke construction process of the existing limitations were analyzed and proposed to improve the process of building large dams in the program rational program, combined with The characteristics of the construction of the dam proposed the establishment of a new regulatory structure of the program.
