最近,上蔡县和店乡芦村农电工葛保国告诉笔者:芦村的电费之所以月月与乡站第一个结零,是与村里用电营业收费室分不开的。他说:“建立村级用电营业室就是好”。 和店乡芦村人多,各自然村分布较散,每月收费时电工感到头疼。走村串户且不说,有时为收1元钱跑几趟还不见人,别人吃饭时电工去要电费,从来吃不上应时饭,有时电费缺三毛五角的还不给你,拉扯6、7天还收不齐,给电费及时上交带来困难。为此,葛保国于1992年3月向村委反映后,村委会腾出一间房,作为芦村用电营业室。每到收费日,用电户持交款手册前来交费。当然初实行时用户觉得不习惯,葛保国利用广播广泛宣传“电是商品,用电交钱,窃电罚款”。对自觉前来交费者在用电中给于优惠政策,村委给于一定的奖励。这样以来,每到收费日,村委会大院内排起长龙阵,400多用户仅用两天时间就能把电费交齐。
