This article discusses in detail the significance, mode and operation of “Green Card Project” practiced by the Ministry of Posts and Telecommunications. Taking Dalian Bureau as an example, this article introduces the progress of “Green Card Project” in Dalian and the connection with “Gold Card Project”. Finally, Some Problems Existed in “Green Card Project” and the Outlook of Postal Savings.
