7月21日,是《北京市集体合同条例》实施一周年;恰如好事成双,今年的6月下旬,北京市协调劳动关系三方会议围绕建立和谐劳动关系开展了“集体合同推进月”活动。集体合同这一名词在许多人眼中,或在众多关注劳工生存现状的人们看来,恐怕就是个“熟面孔旧相识”。但是我们又为何要搞集体合同推进月活动呢?目的很明确,就是要检验各基层单位贯彻《北京市集体合同条例》的实施效果,进一步推进这一“条例”的落实。北京市劳动和社会保障局副局长郭克利对集体合同的意义精辟地归纳为“六重”:集体协商与集体合同制度是协调劳动关系的重要机制;是维护职工合法权益的重要法律手段:是增强企业活力和凝聚力的重要途径;是建立现代企
July 21 is the first anniversary of the implementation of the “Beijing Municipal Collective Contract Regulations”. Just as good deeds, in late June this year, the Beijing Municipal Tripartite Meeting on Coordinated Labor Relations launched the “Collective Contract Promotion Month” around the establishment of a harmonious labor relations. In many people's eyes, or in the eyes of many people concerned about the status quo of labor survival, the term collective contract is probably a “familiar acquaintance.” However, why should we engage in collective contract promotion? The purpose is very clear: we must test the implementation of the “Beijing Municipal Collective Contract Regulations” by various grass-roots units to further promote the implementation of this “regulation.” Guo Keli, deputy director of the Beijing Municipal Labor and Social Security Bureau, summarized the significance of the collective contract as “six-fold”: the collective negotiation and the collective contract system are the important mechanisms for coordinating labor relations; and the important legal means for safeguarding the legitimate rights and interests of employees are: Enhance the vitality and cohesion of enterprises an important way; is to establish a modern enterprise
