2005年以来,吉林省实施“投资拉动、项目带动、创新驱动”三大战略,国民经济保持持续平稳较快发展势头,全省综合经济实力显著增强。特别是“十一五”期间,全省GDP年均增长14.8%,经济增速从全国第18位上升到第16位,2011年经济总量更是跨上新台阶,全省地区生产总值突破万亿元。但是,高经济增长情况下,我省经济发展内生动力仍显不足。省十次党代会明确提出在“十二五”乃至未来一个时期要实现“七跃升”的奋斗目
