组建企业集团,就是要以大中型骨干企业、科研单位为主体,由若干企业在平等、自愿、互利、股份制的基础上,按照其共同制定的章程和协议组成多层次组织结构,以实行资产、经营一体化,从事综合性生产经营活动。军队企业有组建企业集团的良好基础,试点工作已有良好开端,借鉴地方经验,结合军队实际,可选择四种模式:建制系统型的、区域型的、专业型的和工贸结合型的。
