1994年初,谭徽在调到湖北省长阳土家族自治县任县长。上任不久的他第一次到县人武部现场办公时,便明确提出:“贫困山区的武装工作也要争创一流。”在听取了人武部工作汇报后,他当即拍板解决经费10万元,解决了人武部的经费缺口。后又召开专题会议,划拨经费为人武部更换了锅炉,整修了民兵训练基地和武器仓库,使人武部机关建设达到正规化,民兵训练基地和武器仓库分别被湖北省军区评为“达标单位”和“红旗仓库”。
