In many cases, the employment orientation of leading cadres often influences and decides the value orientation of subordinates and even the entire unit. Whether our spiritual civilization can be constructed well or not is directly related to the standard of employing leading cadres. The resolution of the 6th Plenary Session of the 14th Central Committee of the Party made it clear: "Examination and appraisal of the party and government leading bodies and major leading cadres must not only look at the actual achievements and capabilities of leading the building of a material civilization but also the actual achievements and capabilities of the leading spiritual civilization.
