1998年的夏秋之交,国人最惦记的一件事,恐怕莫过于洪灾了:洪水滔天,咆哮而来,肆虐无羁,在长江流域、松花江流域、嫩江流域,一片片农田被淹没,一排排房舍被吞噬,一座座工厂被冲毁,3千多人被无情地卷走,2.23亿人受灾……有关资料表明,这次洪灾造成的经济损失高达1666亿元左右。 造成今年特大洪灾的主要原因,是因为长江及松花江上游数月来持续不断的降雨,实为“天灾”,然而这次“天灾”造成的损失如此惨重,却不能说与“人祸”没有一点关系——

In the Yangtze River valley, the Songhua River and Nenjiang River valleys, a piece of farmland is inundated. Rows of buildings were swallowed, a factory was destroyed, more than 3,000 people were mercilessly swept away, 223 million people were affected ... ... The data show that the economic losses caused by the floods up to 166.6 billion yuan. The main reason for the catastrophic catastrophe this year was the “natural disaster” caused by the continuous rainfall in the upper reaches of the Yangtze River and the Songhua River in the past few months.
