2000年,中办发[2000]23号社区建设文件时,湖北省黄石市的社区建设意见刚形成初稿,2002年,黄石被评为全国社区建设示范市,黄石的黄石港、西塞山、铁山3个区获得全国社区建设示范区时,全国已有38个市、区、县500余人到黄石参观学习了社区建设工作。到过黄石的专家和记者都说,黄石的社区建设虽然没有特别抢眼的地方,但黄石的居民却是最大的受惠者:他们的生活环境大大改善了,居民的精气神儿变了
In 2000, when CCCC made [2000] No. 23 Community Construction Document, the opinion of community construction in Huangshi City of Hubei Province just formed the first draft.
