作为全国社会管理创新综合试点城市,宜昌市始终坚持统筹发展第一要务和稳定第一责任,把创新社会管理放在突出位置,着力构建党委领导、政府负责、社会协同、公众参与的格局,注重以人为本、服务为先,整合资源、强基固本,积极稳妥、改革创新,结合宜昌实际科学制定出台《社会管理创新综合试点工作实施意见》和五个配套文件,全面系统地推进七大体系建设,各项综合试点工作有序推进,人口基础信息系统建设、社会矛盾联动化解等取得突破性进展,社会更加和谐稳定,经济又好又快发展。
