在全面推进依法治国的新形势下,针对欠发达农村地区法治建设之现实困境:经济文化落后,市场化低、村民法治观念淡薄,法律意识不高、村民自治水平低、执法环境不理想的现状,文章认为应通过加快该地区的经济体制改革,开展普法宣传教育和继续完善村民自治,以期创设公正的司法环境,保障农村改革发展和提高村民的法治素养,从而改变欠发达农村地区法治建设之困境。
