几年前,就不断有消息透露卫生部制定的新医改方案要出台,多份方案草稿还曾流入公众视野。正当人们引颈盼望方案正式出台的时候,等来的不是新方案,而是“医改基本不成功”的大地震,接下来,社会各界开始质疑卫生部独家制定医改方案的权威性和公平性问题,后来就有了马凯、高强任双组长、十一个部门联合制定方案的消息,紧接着医改模式之争不断见诸媒体,再后来从相关的多个部委传来各自不同的声音……传来传去,医改方案永远都在“即将出台”之中,只闻楼梯响不见人下来。
