收取版面费是我国科技期刊借鉴国际期刊办刊经验和理念,为解决办刊经费不足问题而采取的一种措施,它对期刊的发展起到了积极的促进作用。目前在期刊收取版面费监管方面,新闻出版行政部门存在缺位,但事后审读制度、质量评估制度和年度核验制度的制定和实施为科技期刊版面费的有效监管提供了契机。建议新闻出版行政部门通过期刊审读、质量评估和年度核验对期刊版面费收取进行审核,实施有效监督和管理,以促使当前期刊版面费收取走上有序化的轨道,促进期刊长远发展。监管过程中应注意分类管理、区别对待、坚持灵活性和非营利性原则。
It is a measure taken by our sci-tech periodicals to learn from the experiences and concepts of the periodicals in the international periodicals and to solve the problem of lack of funding for the periodicals. It has played an active role in promoting the development of periodicals. At present, there is a vacancy in the press and publication administrative department in the aspect of supervising the publication fee of the periodicals. However, the formulation and implementation of the post-examination system, the quality assessment system and the annual verification system provide an opportunity for effective supervision of the layout fee of sci-tech periodicals. It is suggested that the press and publication administration should review and approve the periodical fee collection through periodical review, quality evaluation and annual verification, and implement effective supervision and management so as to promote the collection of the current periodical fee into an orderly track and promote the long-term development of the periodical. Supervision should pay attention to the classification management, differential treatment, adhere to the principle of flexibility and non-profit.
