一、总的情况:在一九四六年蒋介石撕毁政协决议,妄想以水代兵,堵口归故,配合军事阴谋,分割解放区,毁灭人民力量;华北、华东两大解放区之人民,在共产党领导下,反蒋反黄联结在一起,进行了英勇斗争。首先在黄河堵口谈判中,不断的揭露了美蒋阴谋,取得了政治上的胜利,同时领导千百万人民在美蒋飞机轰炸,匪军攻扰,以及花园扒口后,八年抗战中下游工程残破不堪,又加蒋匪劫掠,人民财力物力枯竭等等异常困难的情况下,我们以防民国二十六年洪水为目标,进行了巨大工程,三年来培修了大堤(完成了三五、八五六、○七二万土工),加强了(?)埽(在四七年发动了大规模献石献砖运动,连同四八、四九两年开购,共计用砖石七八九、○三四公方,稭柳二九八、二一五、六三六斤,连同工料计算在内,约计用米三亿五千余万斤。以上数字,因为河南解放较晚,工段较短,主要是平原、山东两省数字估的比重较大。山东砖石三五一、七六九公方,稭柳一五、六一二万斤,平原砖石三八九、六一八公方,稭柳一三七、五三六、二○三斤。山东土方一四、二一四、六六○公方,平原土方二三、一四一、○八六公方)。堵合了大樊口门,进行了大规模的抢险防汛。在完成以上的工程中,我们进行组织建设发动群众、大批干部参加了治黄,不避艰苦,不怕牺牲,忘我的工作。仅平原四七年一年的统计,干部及民工即有三百余人付出了自己的生命。经过这样伟大而残酷的斗争,战胜了「蒋黄」,确保了大堤没有决口,保卫了广大人民的生命财产。虽然在我们工作中还有许多的缺点,但这个人民创造的成绩是极其伟大的。因此我们深刻体验到:没有共产党的领导,不依靠群众,完成治理黄河的任务,在过去、现在和将来,都是不可想像的。
