事业单位是从事公益服务、不以营利为目的的,但囿于拨款经费有限,职工人数众多。为摆脱僧多粥少的困境,缓解就业压力,促进队伍稳定和部门经济增长,同时为了顺应事业单位企业化改革的趋势,推进地勘单位走向市场,地勘单位多方开拓与发展多种经营生产。近年来,多种经营发展很快,为地勘经济的稳定、持续、健康、快速发展做出了积极贡献,经过多年的与市场磨合,优胜劣汰的发展,有的已经成为地勘单位不可缺少的支柱产业。但是随着多种经营的发展,伴随而来的内部经营管理、人事管理、经营考核等诸多问题也凸显出来。这里着重探讨一下对下属单位经营考核的弊病。
