In Sichuan, the “Yibin experience” in enterprise reform was started in 1992. Immediately afterwards, the “Yibin model” spread throughout the country in recent years. There have been 24 provinces, municipalities, and more than 1,400 counties. More than 40,000 people have successively studied and learned in Yibin County, which has opened the prelude to the reform of SMEs nationwide and county economic development. Yibin County’s reform has brought Sichuan a good start, and it has helped China’s small and medium-sized enterprises reform their property rights.
