建国以来,国家和人民群众投入大量的人力、物力、财力,建成了一大批水利水电工程,为促进工农业生产的发展和保障人民生命财产安全,发挥了重要的作用。但是也必须指出,由于管理方面的原因,我省已建成的水利水电工程中,相当一部分还没有发挥出应有的效益。重建设、轻管理的思想,在一些地方还比较严重。这种状况必须坚决扭转。水利建设是一项重要的经济事业,“加强经营管理,讲究经济效益”,是水利工作必须始终遵循的方针。一座工程建成以后,效益发挥得好坏,关键是管理。管理出效益。新干县的事例再一次说明了这一点。党的十一届三中全会以来,新干县坚持把水利工作的着重点从建设转移到管理上来,从改革入手,狠抓现有工程的管理,做了大量的工作,创造了不少好的经验,值得各地学习和借鉴。本刊刊载新干县水电局的这篇文章,意在推动全省水利工程的管理工作,把我省水利管理工作提高到一个新的水平。
