可持续发展要求控制人口数量,提高人口素质,合理利用资源,保护生态环境,也就是要协调人口、资源、环境与社会经济发展的关系,使社会经济能健康而持续地发展。为此,农村和城市,都应该从可持续发展这一战略布署各方面工作。生态环境不仅是一个地域的小环境,它涉及全球范围的环境。环境所提供资源散布世界各地,有的可以更新,有的则会耗竭,来被充分利用的资源及其代谢物成为三废,使可更新资源也不能更新,终而又毁了资源本身,并扩散到全球。过剩人口也散布世界各地,人口的量大质低,在破坏农村环境之后,又流向城市,增加城市人口的压力,使城市环境难以生态化。
