国家制定实施西部大开发战略,并把“南水北调”、“西电东送”、“西气东输”、“青藏铁路”等工程作为基础设施建设的重大项目。我认为,“边境建设”也应作为基础设施的重大项目纳入西部大开发。我国不仅国土辽阔,而且有2万公里的陆界。新疆、西藏、内蒙古、广西、云南等9个省、区分别和12个国家相邻。这9个省、区中有6个省、区属于西部地区;全国5个少数民族自治区中有4个是边境省、区。这些省、区的边境地区除了一些人迹不到的地方和少数较为集中的城镇外,多数地方人口居住分散,交通不便,
