四川绵阳一位公民驾车在超速行驶的过程中,将手伸向了副驾驶座位上一位女性的胸部,电子摄像镜头拍摄违章行为的同时,将他的这一举动保留下来。令人感到不可思议的是,这张照片出现在了互联网上,成为社会公众讨论的话题。不少新闻媒体发表评论认为,应当保护公民的隐私权,交管部门不能用这种方式惩罚违法司机。维护公共交通秩序与保护公民的权利之间不是一种紧张的关系,而是手段和目的的关系。维护公共交通秩序是为了更好地保护公民的权利,假如为了维护公共交通秩序而损害公民的基本权利,那么,维护公共交通秩序的执法机关肯定存在程序违法的问题。

Many news outlets have commented that the privacy of citizens should be protected and traffic authorities can not punish illegal drivers in this way. It is not a tense relationship between the maintenance of public transport order and the protection of citizens' rights, but the relationship between means and purpose. Maintaining the order of public transport is to better protect the rights of citizens. If the basic rights of citizens are damaged in order to maintain the public transport order, the law enforcement agencies that maintain the public transport order must have the problem of procedural violations.
