人事档案是个人参与社会方方面面活动的记载和个人自然情况的真实反映,是历史地、全面地考察了解一个人的重要依据,它伴随人的一生,并发挥着重要作用。然而,绝大多数人一生中却无法查看个人的人事档案,对个人人事档案中的内容、保管情况无从知晓。一旦出现问题,就会给当事人造成重大影响和损失,产生纠纷和争议。知情权作为“二战”后新出现的一项基本人权已经得到国际社会的普遍认可。1946年联合国大会通过的
Personnel files are the personal reflection of all aspects of society’s participation in activities and the true reflection of the individual’s natural conditions. It is an important basis for historically and comprehensively investigating and understanding a person. It accompanies people’s whole life and plays an important role. However, the vast majority of people can not view personal personnel files in their lives, and they have no knowledge of the contents and custody of personal personnel files. Once a problem arises, it will have a significant impact on the parties and losses, resulting in disputes and controversies. The right to information as a basic human right that emerged after World War II has been universally recognized by the international community. Adopted by the UN General Assembly in 1946
