“海绵城市”是关于城市雨洪管理和水生态承载功能的哲学、理论和方法体系,它是一类基于生态基础设施支撑的生态型城市。海绵城市所依托的生态基础设施有别于传统的、以单一目标为导向的工程性“灰色”基础设施,它是以综合生态系统服务为导向,运用景观设计学的方法途径,通过“渗、蓄、净、用、排”等关键技术,来推动城市洪涝管理、生态净化、地下水补给、棕地修复、生物栖息地保护、公园绿地建设及城市微气候调节等综合目标的实现。这一城市观既适应于中国独特的地理气候特征和水文化,也融合了当代国际上先进的雨洪管理技术和生态城市思想。
Sponge City is a philosophical, theoretical and methodological system on urban stormwater management and water ecological carrying. It is a kind of ecologically based city supported by ecological infrastructure. The eco-infrastructure on which the sponge city relies is different from the traditional one-oriented engineering “gray” infrastructure. It is based on integrated ecosystem services and uses the methods of landscape design through Key technologies such as “seepage, storage, net, use and drainage” will be used to promote the integrated goals of urban flood management, ecological purification, groundwater recharge, brownfield restoration, habitat conservation, park green space construction and urban micro-climate regulation . This urban outlook adapts to both China's unique geo-climatic characteristics and water culture as well as contemporary world-advanced stormwater management technologies and eco-city ideas.
