今年是实施国家“十一五”发展规划的开局之年。为了科学总结“十五”民政工作,全面部署“十一五”民政工作,国务院召开了第十二次全国民政会议。这次会议,是在我国改革发展的关键时期,构建社会主义和谐社会迈上新的征程的形势下召开的。会议期间,中央政治局常委、国务院总理温家宝亲切接见全体与会代表并发表了重要讲话,中央政治局委员、国务院副总理回良玉出席会议并作工作报告．充分体现了党中央、国务院对民政工作的高度重视,同时也凸显了民政工作在构建社会主义和谐社会中的重要基础作用。
This year marks the first year of implementing the national “Eleventh Five-Year Plan” for development. In order to scientifically sum up the “10th Five-year” civil affairs work and comprehensively deploy the “Eleventh Five-year” civil affairs work, the State Council held the 12th National Civil Affairs Conference. This meeting was held under the circumstances of a crucial phase of our country’s reform and development and building a socialist harmonious society on a new journey. During the meeting, Politburo Standing Committee and Premier Wen Jiabao warmly received all the delegates and made an important speech. Member of the Central Political Bureau and Vice Premier Hui Liangyu attended the meeting and made a working report. It fully reflects that the Central Party Committee and the State Council attach great importance to the work of civil affairs and at the same time highlights the important basic role of civil affairs in building a socialist harmonious society.
