1954年9月5日,一届全国人大一次会议召开,人大代表建议制度也在这次会议上破茧而出。从提案到议案、建议的历史演进,从2005年对加强和改进代表建议工作提出新要求、建立重点处理代表建议制度到2010年全国人大常委会会议通过关于修改代表法的决定,再到十二届全国人大常委会注重改进代表建议办理机制、推动解决问题,人大代表建议办理工作实现了在创新中砥砺前行。
