官员问责制是民主政治的基本要求,是政治文明的一大进步,也是我国顺应现代国际形势发展的一项重大改革举措。官员问责制在我国还是一个新生事物,在其制度化、法制化的过程中取得了一定的成效,但也产生了一些问题。要建构良性官员问责制,就必须加强制度建设,采取一些行之有效的措施,例如:严格划分职权、建设新的“官场文化”、规范问责主体、对象、范围、程序以及加强配套制度的建设。
Officials’ accountability system is the basic requirement of democratic politics and a great progress of political civilization. It is also a major reform measure that our country complies with the development of the modern international situation. Officials’ accountability system is still a new thing in our country. Some achievements have been made in its institutionalization and legalization, but some problems have arisen. In order to construct a system of accountability for good officials, we must strengthen system construction and take effective measures, such as strictly defining functions and powers, building a new “officialdom culture”, and standardizing the subjects, scopes and procedures of accountability as well as strengthening Supporting system construction.
