目的通过对西部三省民族地区村卫生室卫生服务现状的了解与分析,为改善西部少数民族地区村卫生室卫生服务能力提供政策依据。方法采用问卷调查和深入访谈相结合的方式,收集西部三少数民族地区107所村卫生室卫生服务的相关情况。结果西部少数民族地区村卫生室基础设施落后,用房普遍不规范,大多村卫生室办在村医家中或自己租的房子里;调查的村医中,66%的为中专或高中学历,33%的为初中及小学学历,其中一些甚至不识字;三地村卫生室资产和收入水平总体不高且相差悬殊,大多数村医仍需靠务农补贴生活。结论提高政府财政投入水平,加强西部少数民族地区村卫生室基础设施建设,加大对村医的培训力度,另外可探讨将村卫生室与乡镇卫生院合并,使村卫生室成为乡镇卫生院的分支机构,将村医纳入编制内管理,以保障农村居民公平的享有基本医疗与基本公共卫生服务。
Objective To understand and analyze the status quo of the health services of village clinics in the three ethnic groups in the western regions of China and provide the policy basis for improving the health services of village clinics in the ethnic minority areas in western China. Methods The questionnaires and in-depth interviews were used to collect the health services of 107 village clinics in the three ethnic minority areas of western China. As a result, the basic facilities of village clinics in the western minority areas were lagging behind with the general non-standardization of housing. Most village clinics were run by village doctors or rent houses themselves. Of the village doctors surveyed, 66% were secondary or high school graduates, 33% of them have junior high school and primary school education, some of them are not even literate. The assets and income levels of the clinics in the three villages are generally not high and vary greatly. Most village doctors still need to rely on farm subsidies for their living. Conclusion Improve the level of government financial investment, strengthen the infrastructure construction of village clinics in western ethnic minority areas and increase the training of village doctors. In addition, we can discuss the merger of village clinics and township hospitals so that village clinics become township hospitals Branches, the village doctors into the compilation of internal management, in order to protect the fair rural residents enjoy basic medical services and basic public health services.
