村级组织处于国家政权组织体系的最基层,承担着社会管理、公共服务等重要职能。随着沿袭2000多年的“皇粮国税”的全面取消,面对农村经济社会发展的新形势新要求,如何调动和激发村级组织特别是村支两委干部的积极性,发展农村经济,致富农民群众,大安乡党委、政府以对村级实行目标管理考核为突破口,在创新村级管理方面进行了积极有益的探索和实践,取得初步成效。
