Democratic centralism is the party’s fundamental organizational system and leadership system and is also the fundamental state system. After the founding of New China, the principle of democratic centralism of the party has been applied to the construction of state power and regarded as the fundamental organizational principle of state institutions. The Constitution stipulates: “The principle of democratic centralism practiced by the state institutions of the People’s Republic of China”. Economic entities engaged in direct production, operation and construction as well as state-owned enterprises, though not part of the Party,
