人才的培养和引进是实现建设高水平高层次大学的关键。加强高校公共产权租赁住房项目管理是实现吸引人才、稳定队伍、安居乐业重要途径。本文以北京工业大学公共产权租赁住房为实例，采用SWOT方法和期望值计算法进行定性定量分析，确定了项目定位，更加精准切合了用户的需求。
