上海市的城镇河道,由于历史原因长期未曾治理,造成目前无河不堵、无河不臭、河道淤塞、航运不畅的局面。严重影响了上海市的防汛工作以及投资环境和生态环境,制约了城乡经济的发展,有损于上海作为国际大都市的形象。几年来人民来信不断,纷纷要求彻底治理。为此,笔者曾在《上海水利报》,《青年报》上刊文呼吁。市府领导对此也十分重视,专门成立了苏州河整治办公室,并责成市水利局在调查研究的基础上制订《上海市城市骨干河道整治规划》上报市府批准后实施。上海市城镇河道的整治,面广量大,任务艰巨。在方圆750公里的范围内就有中小河
