在先秦文献里有一些与地域和居民划分有关的层级体系术语(如县、乡、里、比等)因为与后代的某些行政区划称呼相同,因此长期以来一直也被看作早期的政区单位。对于这些名称,出土文字资料虽也有涉及,相对而言不如传世文献那样系统。不过这些层级极端整齐且复杂多变,甚至在同一文献内部也往往无法互相契合,近代以来研究者多怀疑其真实性。由于聚落、人口格局的形成受多种自然、社会因素制约,根据这些客观因素制定的政区体系应该不会如此整齐划一,因此这些据研究主要与东部齐地有关的层级体系~①,就被有些学者判定为“理想国的典制”~②。
